Concept of war god

Hi guys, this may be kind of a dumb question, but please humor me. Does anyone know exactly what a "God of War" is meant to do? Power wise, function, and jurisdiction? I know he's meant to represent war, but what kind of powers and ability would constitute his being?

Additionally, does being a God of war mean that if a god of war himself fights in a war, he will win? I know Ares was not on the winning side of the Trojan war, but I know his role as a war god is debated, so I'm not sure he's the best example to use. But I'd be happy to hear about other examples and insights. I've always been curious about the concept of a war god and what it actually entails.
